Call for applications – “Together against Trafficking in Persons” program

Name of the tender: Hiring of a communication specialist

Background:
The “Together Against Human Trafficking” program, funded by the US State Department, was launched on July 1, 2021 and will run until April 30, 2024. The goal of the program is to raise the efficiency of identification and support of victims of human trafficking and exploitation, to support the improvements of legislation regulating the sector, the introduction and strengthening of new institutional mechanisms, and development of professional competencies of the state bodies employees that are in contact with the most vulnerable segments of the population. The main beneficiaries of the program are RA police officers, investigators, prosecutors, judges, lawyers, EEU inspectors, social workers, health and migration officers, state and territorial administration and other local government officials, as well as the potential victims of trafficking, their relatives and people who may be unknowingly involved in the trafficking chain. As for the expected results of the program, in addition to detecting suspected cases of human trafficking, measures to improve the identification and referral of victims of human trafficking and improvement of the legal framework, the program aims to raise public awareness of the issue of trafficking and to provide necessary information about trafficking and available services. The latter will be implemented through targeted awareness campaigns, which will provide information on the identification and self-identification of victims of trafficking and services available to victims provided by state bodies and organizations involved in the field.

Awareness-raising activities within the framework of the “Together Against Trafficking in Persons” program are implemented by the “Association of Audio-Visual Reporters” NGO (hereafter AAVR NGO) which is the responsible body of this tender.

Main objectives
The communication specialist selected upon the results of this tender must execute the communication plans of the 3 anti-trafficking awareness campaigns provided by the AAVR.

The 3 communication campaigns are:

  1. “Rights of the victims of human trafficking and services available for them,
  2. “Simple tips and questions to be asked for victims’ identification and self-identification as a victim”,
  3. “Responsibilities and services provided by each stakeholder of the fight against human trafficking”.
    AAVR NGO has conducted research on available information about trafficking both online and through outdoor advertising, identified the target groups for each communication campaign, and provided a detailed description of the latter. The final results of the research, that have served as the basis for the communication plans will be provided to the communication specialist. Also, the elaborated communication plans with all the details will be provided to the communication specialist.

Deliverables
The execution of communication plans of the above-mentioned 3 awareness campaigns will be the activities within the framework of this tender.
At the same time, underlining the targets set by the “Together against trafficking in persons” program:
● Television broadcasts 5;
● Magazine or newspaper articles/advertisements 10;
● Billboards/posters 10;
● Social media posts 36;
● Print materials (e.g. brochures, leaflets, etc.) 200

Resources and sources of information
The communication specialist will have access to all the information materials developed within the framework of the “Together Against Trafficking in persons” program, including the detailed communications plans, the descriptions of the target groups of the awareness campaigns, the messages, the preferred platforms, the list of the required performance indicators, etc.

Timeframe and Deadlines
The job period is 21 November 2022 till 30 April 2024.

Requirements for the applicant
Proven experience of providing similar activities in the past (experience of communication activities execution on social issues will be considered an advantage)
